Анотація
Роботу присвячено аналізу й порівнянню підходів до регулювання штучного інтелекту в Європейському Союзі та Китаї. Виділено базові принципи регулювання штучного інтелекту в ЄС і Китаї. Зазначено, що ключові відмінності підходів не в останню чергу зумовленовідмінністю у західній і східній філософських традиціях. Регулювання в ЄС є людиноцентричною і зосереджене на дотриманні її прав і запобіганні зловживань, тоді яе китайський підхід є державоцентричним, передбачає державний контроль за розробкою напрямів регулювання та розвитку ШІ і акцентує на досягненні соціальної гармонії та суспільного блага.
Abstract. This paper is devoted to the analysis and comparison of approaches to the regulation of artificial intelligence in the European Union and China. The basic principles of regulating artificial intelligence in the EU and China are identified. It is noted that the key differences in these approaches are due in no small part to differences between Western and Eastern philosophical traditions. Regulation in the EU is human-centered and focused on upholding human rights and preventing abuses, whereas the Chinese approach is state-centered, provides for state control over the formulation of AI regulation and development policies, and emphasizes the achievement of social harmony and the public good.
